A young girl allegedly abused by her Child, Youth and Family foster parents had "the saddest eyes I have ever seen", according to her teacher. Lyn Naughton, a teacher at Waipawa School, recalled the girl and her brother as being thin, scruffy and often smelling of urine.
And this is what CPS chooses to raise our Children?
